They've gone out of their way to make sure the traffic lights are not timed to promote steady traffic flow. There were (when I worked there) traffic signs warning drivers that traffic lights were timed to deliberately stop traffic at each light.

It makes it easier to promote steady traffic in and out of the city and makes downtown traffic quick and easy. They do this with timed traffic lights that move the green light at the speed limit. It is a question of modernity and a positive business climate.
