Spain has three times more politicians but only half the population of Germany. And politicians cost a fortune. Yet spain is unable to establish effective bureaucracy to save money. Had they done so, they'd probably have less serious problems.

The point is, there are 5 times as many politicians per capita in Germany than there is in Spain.
